WASHINGTON, D.C. – Today, U.S. Senator Rand Paul (R-KY) released the following statement after the U.S. Senate failed to pass, by a vote of 50-40, the bipartisan amendment to the FY 2020 National Defense Authorization Act he cosponsored to block funds authorized under the Act from being used to conduct hostilities against Iran without congressional approval:
“The Constitution is clear: only Congress can declare war. For too long, Congress has largely ceded the most important of its responsibilities to presidents of both parties. Our bipartisan amendment would have strengthened our national security by upholding the critical separation of powers, while still enabling the president to quickly act to defend us from attack.”
